Aloha from the Office of Soldiers’ Counsel. Our office is not a section of PAD, but we are located near the Patient Administration Division offices for your convenience. We are attorneys and paralegals who advise and advocate for Soldiers who are referred to the Army Disability Evaluation System

List of Services Provided
- Our office provides legal counseling for Soldiers pending the Medical Evaluation Board (MEB) and Physical Evaluation Board (PEB).
- We form a confidential attorney-client relationship with you and we can assist you with:
- requests for impartial medical review,
- MEB rebuttals/appeals,
- review of your VA and Army disability ratings,
- making decisions on whether or not to request VA ratings reconsideration or a formal PEB hearing.
- If you elect a formal PEB hearing, attorneys with the Office of Soldiers’ Counsel will help prepare your case and legally represent you.
- All services provided by the Office of Soldiers’ Counsel are confidential as required by Army Regulation 27-26, Rules of Professional Conduct Lawyers.
