Exceptional Family Member Program (EFMP)

What is the EFMP?

The EFMP supports families with special medical and educational needs. Each branch has its own EFMP and enrollment process. You should enroll your family into EFMP as soon as you are considered eligible for enrollment.

EFMP family support services are also available at your installation. The family support services team is your main point of contact for EFMP information.

They can connect you with:
• Military Support Services and Resources
• Community Support Services and Resources
The family support services team can also answer specific EFMP questions based on your branch or installation.

EMFP changes upcoming!

We anticipate migrating to E-EFMP 2.0 between Oct. 22 - 26.

Key Information:

  • Data Migration: All existing EFMP and FMTS packages will be migrated to E-EFMP 2.0.  The information and documents in E-EFMP 1.0 will transfer to E-EFMP 2.0.
  • Potential Impact: Any package not fully completed and submitted by the migration may be reset to Step 1 in the new system. If reset to step 1 the package will need to be resigned by all step owners (Service member, Family member, MPD, Case Coordinator, Provider, etc.) to move it the current step in E-EFMP 2.0.
  • System Downtime: The E-EFMP system will be unavailable on or about 22 October to 27 October 2025 for the data migration.
Action Required by Service Members/Family Members:
To ensure a smooth transition and avoid potential delays:
  • Complete your EFMP and/or FMTS package: If you have an EFMP or FMTS package in progress, please ensure you have completed any required action.
  • Check Your Package Status on October 28th: Log into E-EFMP 2.0 and check the status of your EFMP/FMTS package. If you do not see your EFMP or FMTS package please submit an E-EFMP Helpdesk Ticket.
    • You may need to re-sign the packet to move it to the next step in the process If your package is awaiting your action (e.g., "Requires Signature").
  • Reach Out for Assistance: If you encounter any issues or have questions, contact your local EFMP Medical office.

If you are overseas, contact the TRICARE Area Office Director at 1-888-777-8343 and choose the menu option for your overseas area. 

Active duty sponsors who have family members that meet the criteria for specific medical or educational needs are mandated to be enrolled to ensure needed medical or educational services are available as the gaining base and local area.
